Weird issue with allotted uploads

Sometimes (like this morning) I am only able to make an amount of uploads smaller than 15 (today was only 11) even if I submitted all 15 yesterday. Sometimes it gets "stuck" on a certain number (it was 6 the other day for some reason). Does this happen to anyone else?

an upload slot returns after 24 hours of the previous submission.
like... if you submit your first image at 2 pm and your 15th at 6 pm, the next day at 2pm you'll have 1 upload slot available, and by 6pm you'll have all your 15 uploads back.

Oh! I had no idea... that suddenly makes sense now
