Trying to remember the name of a character to find a picture

Hi everyone!

I've been trying to figure out a character's name and series of origin (I'm pretty positive it's an actual character and not just a one-off drawing since I'm almost positive I've seen it cosplayed) but I only have my recollection to search from and I haven't found a picture yet.

She's a woman with (I believe) long blonde hair, possibly a pirate because the main aspect of her outfit I remember is that she was wearing a long sarong-type wrap around her waist (or maybe just a slit dress?) with a large Jolly Roger visible to one side. I'm fairly sure she's from a video game but not positive.

Anyone know who I might be talking about..?
