dude, GIMP is hard to use T_T and I downloaded it expressly so I could make a fancy banner.
I hope it's not too simple. I wanted to do more than just "crop image and add text" but I couldn't figure out how to add background, add a border, or make fancy text effects...

I use it to edit my scans and banners too.
But the program itself does not have much filters, you have to get those useful plugins yourself from the paint.net forum.
