I've read the doujin, and it's done in a different style than that picture. It could be a fan-drawing, but I really don't know for sure if it's her or not.

But outfit seem to look like Archer-ko, does it not?

The outfit is not the same, she doesn't have the swords, and the eyes and hair are different. But perhaps it's the artist's "artistic vision".
Or this is just someone else...
