For "matsuri/festival", what would be the objective criteria to determine what is in the tag?

Earlier this year there was a way to somehow see past history of tags on a specific post, or user tag histories, etc... now I can't find it. Was this removed?

So I've still not heard back about this. It would be great to get at least some reason for the change.

Another problem with Pixiv is that you can search for all images, or just adult images, but not just "safe" images. And there are so so many BDSM results when you search "blindfold". I have seen other images with monocles, but I don't think it's common enough to merit a tag.
