This is the icon of a YouTube user named Luv24ever. I asked her (I'm assuming the person is a girl, for various reasons) where she got it, and she says it's a random image from Photobucket. I sent another PM asking if she might be able to find it faster, as she has a better idea of what it looks like than I do, but I've yet to get another response.
