Hashes snuck in images

Does anyone know how to determine what kind of hash something is, or any kind of decoder that does nto rely on a database or anything like that?

For instance, I found cec63c48ef77204ab46c497622822f1fb05d667cbac621d1de40e7b8a3a07126 in this image. If I assume it's base64, I get something like q�:��<y���no������o6��_on]��m�:�wuu�4{��kv��]�< p="">
</y���no������o6��_on]��m�:�wuu�4{��kv��]�<>

Now that definitely isn't right, but I don't know what is. Or is there some kind of encoding that Firefox doesn't come with?

From the look of it, it's hexadecimal, f being 15.

I still think there's something wrong. I input the original string in a hexadecimal converter, I still get gibberish, regardless if the encoding is Shift-JIS, UTF-8, EUC-JP, and a few other things I can't remember.

Then again, I haven't found anything that asks for "f".
