This thread will be focus on screening removal and fixing the color level.

Software requirements:
Paint.NET http://www.getpaint.net/
1. Resize to 50% with "Best Quality" if the raw was scanned at 800 or 600 dpi, 800DPI is preferred if you raw scan has moire effect when scanned at lower DPI.
2. depends on the quality, use surface blur(for high quality print) to remove random unwanted noise, set the radius to 1 and strength 25~30. Try to preview the noise at darker area, for lower quality print, use smart blur http://paint.net.amihotornot.com.au/fea ... mart_Blur/
3. If the noise still exist that's mean you might have to resize the scan further because of low quality printing.
4. if quality is acceptable after removed screening, resize again for 75% with the default "best quality" resampler.
5. trim the edge of the scan, and rotate the edge of the image it make it 90degree.
so it may look neater without the white space, adjust the color with level filter.
6. Clean the scan again on darker area with magic wand, now with settings of Radius with 1 and 10 strength and later with Radius with 3 and strength of 3~6
7. now switch of brighter area(just use invert selection), same setting but much more weaker. Set the radius to 4 and strength to 4.
If the noise still exist, use 1 on Radius and 8 strength, and finally use 4 for both Radius and strength.

Honestly, this sounds complicated to me, plus the fact my English isn't the best.
But I will give it a try.
