He was cosplaying D-man from the Halflife series. There was a con in Holland called Tsunacon.
I actually haven't seen him in his D-man cosplay...it looks like his Spy cosplay...

I don't know much of Half life, but I know that D-man looks too wrinkly to be cosplayed by our young Kagemaru, with smooth skin...

I got the idea...well, I just needed an easy cosplay and a quirky character that pretty much everyone (who has played half-life or been in the FPS scene) knew, so my choice was rather easy.
