Can I submit a banner still?

I'm sure I can some where, but I have been browsing the forums all day looking for information on how to do such. I found one topic that had posts for banners, but it looks abandoned, since the last post was from like... '08. xD

Anyways, I really wanted to submit a banner, 'cause I have photoshop and nothing better to do e.e
