If it shows pantsu, but is not the main focus, then it probably can stay. If they aren't wearing a bra, but the nipples aren't over exagerated, then it probably can stay.
When you don't think a pic is appropiate, then let the mods review it. They have the final say so in the matter.
There wasn't much tagging done before 2009. No tagging team and not many mods, so it was a different site back then. Now, we have order, with more members patrolling around, so that's why the underwear isn't an issue when it was posted back then. Hope that helps

Just remember that the main focus of the board is cuteness/beauty, and if the image strays too far from that into sexuality/lewdness, then it will likely be disabled.

Is half of legs with just part of visible skirt allowed ? I saw some images , and I thought that kind of image is allowed as long as female characteristic are recognisable . But is that right ? Because it can always be crossdressing boy , like Boku no Pico . Or we should see how artist tagged it : female or male ?
