Once a moderator sees the report of an inappropriate image, they will take action. The most common actions are either to disable the image, if it is obviously against the rules, or to place it under review, where moderators will vote (and possibly discuss amongst themselves) to decide whether it should stay. Images under review will remain inaccessible to non-moderators. Keep in mind that images may take a while to be reviewed.

If the image is recently posted (e.g. within a few days) it is usually better to post a comment on the image saying something like "You missed the "thigh highs" and "green hair" tags." or "The artist is Range Murata" or "That's Hazuki from Tsukuyomi Moonphase." This type of comment is usually soon spotted by the original poster of the image, a tagger, or moderator. Whoever of these three groups sees the comment first should add the missing tags.

The final section of the report function is meant for various things.  It could be used to report an image from a prohibited artist, a bugged image, or anything else you think should be brought to moderator's attention.
  
The final section of the report finction is meant for various things.  It could be used to report an image that needs a tag created for it, needs an artist tag added to it, or an image with absolutely no tags, though reporting tagless images should be kept to a minimum because there are many images on shuu without tags, and the tagging team works hard to tag them as best they can.  However, note that the taggers have lives and do need to do other things on occasion, so pushing them to tag through PMs is also quite pointless.
